01 / Why this work exists

Her first job decided who a program could reach.

It determined which students in three Wisconsin cities a federal program was able to serve. Twenty years later the argument is the same one, carried further: place decides outcomes, and the instrument deciding what a place can see decides what it can fix.

2023–2024

Deputy Chief of Operations, St. Louis Public Schools

Nutrition, facilities, safety and security, transportation and athletics reporting in. More than a thousand employees on a $385M operating budget.

2022

A transportation collapse, absorbed in ninety days

The vendor self-terminated ninety days before the school year. Designated Project Manager for the emergency response: buses purchased, routes built, internal capacity expanded and supporting technology procured. The district opened on schedule.

2020

Policy 0040 and the procedures beneath it, Seattle Public Schools

Authored from more than fifty interviews and focus groups. One hundred deliverables, six categories of performance indicator, external third-party auditing and an oversight committee seated with community members and students.

2019–2020

Vulnerable Populations Unit Manager, King County

A contracted portfolio across more than forty programs. Supported the county application of Results Based Accountability, closing every review with one question: is anyone better off.

Policy 0040 remains in force, adopted by four bodies.

A government adopting the suite does not buy a study. It builds a capacity it keeps: a standing ability to assess itself, a governance body with authority over the work and an instrument it can run again as conditions change.
Governance resilience and inclusive prosperity are the same project seen from two ends. A place whose institutions can see and serve all of its people is a place that absorbs a shock instead of fracturing under it.
