No record about a person is ever a product. Aggregate, threshold-cleared findings are the only thing that leaves.
The prohibition covers indirect routes. A partner cannot be used as a channel around it.
Re-identification is treated as a breach of the charter, not a technical capability held in reserve.
No join, no match, no enrichment against those systems under any contract.
The brokerage market is closed to this data permanently, at any price.
No campaign, party or political committee receives targeting value from this work.
Beneath the six lines, two floors run in code with no override: we never ask immigration status or criminal history, and nothing releases below the disclosure and denominator thresholds.

The Community Data Stewardship Board advises on research priorities, engagement and how findings are framed. It holds binding authority over the six red lines.
JST publishes an annual stewardship report, reviewed by the Board before publication. The architecture meets the data sovereignty standard the World Bank's World Development Report 2021 calls the foundation of a new social contract for data.
We will not trade community trust for institutional convenience.
We will not extract from communities without building permanent capacity. We will not deliver insight an organization cannot act on. We will not accept contracts requiring findings to support a conclusion decided in advance.

A tool claiming to show the full picture must mark the edges of its own sight.
Political will
They cannot substitute for it.

Who can see it
Role-based access inside JST. Aggregate, threshold-cleared findings to each institution at the depth it holds. Never individual records, to anyone.
Do you train on it
No model is trained for resale or for any client other than the place the data came from.
What you keep
Your findings, your dashboards and your trained research cohort stay with you. The instrument can be commissioned again.
Deletion and export
Export on request in open formats. Deletion requests are executed and confirmed in writing.
Who can stop a use
The Stewardship Board holds binding authority over the red lines and can roll back any output that drifts.
